In Figma, you can animate individual layers on a frame-by-frame basis. To do this, select the layer that you want to animate in the Layers panel, then click the Animate button in the top toolbar.

This will open the Animations panel, where you can add keyframes and adjust properties such as position, opacity, and rotation. To add a keyframe, simply click the Add Keyframe button at the bottom of the panel.

Once you have added a keyframe, you can adjust the properties of that keyframe by selecting it in the timeline and modifying the values in the properties panel. To create an animation between two keyframes, simply select both keyframes in the timeline and click the Create Transition button.

And that’s all there is to animating in Figma!
