When a freelancer submits a proposal on UpWork, they are essentially making a commitment to work with a client if their proposal is accepted. However, there may be times when a freelancer needs to withdraw their proposal for one reason or another. Withdrawing a proposal does not automatically connect the freelancer and client on UpWork.

There are a few reasons why a freelancer might need to withdraw their proposal. Maybe they misunderstood the scope of work or realized that the project is not a good fit for them.

Perhaps another client has approached them with a better offer. Or maybe something came up in their personal life that prevents them from being able to commit to the project.

They will still be able to submit proposals on other jobs and clients will still be able to contact them through UpWork. However, if a freelancer withdraws too many proposals or cancels too many projects, they may start to develop a reputation as being unreliable, which could make it more difficult for them to find work on UpWork in the future.
