To make neon text in Photoshop, first open an image that you would like to use as your background. Next, create a new layer and select the “Text” tool. Type out your text in a bright color such as hot pink, yellow, or green.

Adding a stroke (outline) to your text can also make it stand out more. To do this, go to “Layer” > “Layer Style” > “Stroke.” A window will pop up and you can adjust the size and color of your stroke. Finally, to give your text that Glow effect, go to “Filter” > “Render” > “Glow.”

To style text using HTML tags, you can use the < p >, < b >, and < u > tags where applicable. The < p > tag is used for paragraphs, the < b > tag is used for bolding text, and the < u > tag is used for underlining text. For example, to create a paragraph with bolded and underlined text, you would use the following code:

This is my paragraph of text.
