1. Start by creating a new document in Photoshop.

2. Next, create a new layer and fill it with white. Then, go to Filter > Render > Clouds.
3. Now we’ll add some noise to our clouds layer. Go to Filter > Noise > Add Noise and use the following settings: Amount: 100%, Distribution: Uniform, and check the Monochromatic box.
4. Once you’ve added noise to your clouds layer, go to Filter > Blur > Gaussian Blur and use a Radius of 5px.
5. Now we’ll create our lace pattern.
Create a new layer and then select the Paint Bucket Tool (G). Click anywhere on your new layer to fill it with black. Then, go to Filter > Render > Fibers and use the following settings: Fibers: 3, Variance: 15, Strength: 100%.
