To use the Dispersion Brush, first select the area you want to affect. Then, go to the brushes palette and select the Dispersion Brush from the list of brushes.

PRO TIP: The dispersion brush in Photoshop can be very powerful, but it is also very easy to overdo it and create a mess. Use it sparingly and with caution, and be sure to save your work often in case you need to go back and fix something.

Next, adjust the settings to your liking. The size, hardness, and strength of the brush can all be adjusted. Once you have the brush settings how you want them, click and drag your mouse across the area you want to affect.
