As a general rule, yes, Photoshop does have a color wheel. However, the specifics of how that color wheel is used vary depending on which version of Photoshop you’re using.

For example, in Photoshop CS6 and earlier, the color wheel is accessed through the “Color Picker” dialog box. In Photoshop CC (Creative Cloud), the color wheel is part of the “Color” panel.
