In Photoshop, there are many ways to create a balloon. One way is to use the Ellipse Tool (U). Create a new layer and make sure that your Foreground Color is set to black. Then, click and drag to create a circle.

Once you have your circle, go to Edit > Transform > Warp. In the Warp Options, select Arc Upper from the drop-down menu. Drag the top anchor points inward until you have the shape of a balloon. To add a string, create a new layer and use the Pen Tool (P) to draw a line coming down from the balloon.

Another way to create a balloon is to use the Custom Shape Tool (U). With this tool, you can choose from a variety of different shapes, including a heart, star, or in this case, a balloon.

Simply click and drag to create your shape. You can also add a string in the same way as before.

Once you have your balloon created, you can add color in a variety of ways. One way is to go to Layer > New Fill Layer > Solid Color.

From there, you can choose any color you like and click OK. This will add a new layer on top of your balloon with the color you selected.
