When you’re ready to save your Photoshop file as a PDF, go to File > Save As. In the Save As dialog box, choose where you want to save the file and enter a name for it. Under Format, choose Photoshop PDF.
When you click Save, the Save Adobe PDF dialog box opens. You can use the default settings or click Customize to choose specific options for your PDF. The options you see depend on which version of Photoshop you’re using.
Photoshop CC (2015): To save all the layers in your file as separate pages in the PDF, select All Layers. To save only the visible layers, select Visible Layers Only.
Photoshop CS6 and earlier: To save all the layers in your file as separate pages in the PDF, select Layer Options and choose All Layers from the Layers drop-down menu. To save only the visible layers, leave Layer Options selected but choose Visible Layers Only from the Layers drop-down menu.
In both Photoshop CC (2015) and Photoshop CS6 and earlier, you can also compress your images to reduce file size by choosing Zip from the Compression drop-down menu. Or, to further reduce file size, select JPEG from the Compression drop-down menu and enter a quality setting in the Quality text box. A lower number results in a smaller file size but lower image quality.
Note: If you’re using Photoshop CC (2015), you can also export your file as a PDF by going to File > Export > Export As and choosing Photoshop PDF from the Format drop-down menu.
