Creating an oil painting effect in Photoshop CC is a fairly simple process. First, open your image in Photoshop. Next, go to Filter > Render > Oil Paint.

This will open the Oil Paint dialog box. In the dialog box, set the Brush Size to 5 and the Bristle Detail to 10. Then, click OK.

Your image will now have an oil painting effect! To adjust the effect to your liking, simply go back to the Oil Paint dialog box and adjust the Brush Size and Bristle Detail settings. When you’re happy with the results, click OK.
