A PDF, or Portable Document Format, is a file format that allows you to view and print a document without having to install special software on your computer. A Photoshop PDF is a file format that allows you to view and print a document created in Adobe Photoshop.

The main difference between a PDF and a Photoshop PDF is that a PDF can be opened and viewed without having to have Adobe Photoshop installed on your computer, while a Photoshop PDF can only be opened in Adobe Photoshop.
