As of the latest version of Photoshop CC, Adobe has moved the Refine Edge tool. It is now located under the Select and Mask workspace. To access it, simply click on the Select and Mask button in the Tools panel.
The Refine Edge tool can be used to create precise selections, and is particularly useful for isolating subjects with complex edges, such as hair.
To use the Refine Edge tool, simply select your subject with any selection tool, and then click on the Refine Edge button.
A new window will appear with a number of options for refining your selection. Use these options to fine-tune your selection as needed.
Once you’re happy with your selection, simply click on the OK button to apply it.
