The Blur tool is located in the toolbar on the left side of the screen in Photoshop. It is the fifth tool from the top and is represented by a circle with a line through it. The Blur tool can be used to blur an entire image or to select and blur specific areas of an image.

To use the Blur tool, simply click and drag your mouse over the area you wish to blur. The further you drag your mouse, the more blurred the area will become. You can also adjust the strength of the blur by clicking on the “Strength” option in the toolbar and selecting a value from 1 to 100.

PRO TIP: The Blur Tool in Photoshop can be found under the Filter menu. It is located in the Blur sub-menu. When using the Blur Tool, be sure to select a low value for the radius, as a high value will result in a loss of detail.

If you want to blur an entire image, simply select the “All Layers” option from the drop-down menu in the toolbar. This will apply the blur effect to all layers of the image, not just the layer you are currently working on.

Conclusion:

The Blur tool is a helpful tool that can be used to create interesting effects in Photoshop. It is located in the toolbar on the left side of the screen and can be used to blur an entire image or to select and blur specific areas of an image.
