Why Can’t I Submit a Proposal on UpWork?

There are a number of reasons why you might not be able to submit a proposal on UpWork. The most common reason is that you don’t have enough Connects to submit a proposal. You need at least one Connect to submit a proposal, and you can only get Connects by purchasing them or by being invited to submit a proposal by a client.

If you think you should have enough Connects but you’re still unable to submit a proposal, it’s possible that your account has been suspended or deactivated. This can happen if you violate UpWork’s Terms of Service.

If neither of these is the reason why you’re unable to submit a proposal, then the most likely explanation is that the client who posted the job has already closed the job or hired someone else and is no longer accepting proposals.
